Singapore unveils 6,000-home plan for Toa Payoh West — first mall, wellness park and 1,600 flats in November
Singapore’s Housing and Development Board (HDB) has unveiled a master plan to build more than 6,000 new homes in Toa Payoh West over the next ten years, turning the area around Caldecott MRT station into a second town centre for Toa Payoh.
National Development Minister Chee Hong Tat unveiled the plans at HDB Hub on Saturday, 31 October. Most of the new homes will be public flats, with some private housing.
At the centre of the plan is a mixed-use development that will put homes above Toa Payoh’s first shopping mall. A plaza in front of it will lead into a new 1.2-hectare wellness park, with playgrounds, a jogging track and fitness stations, plus a butterfly trail and rain gardens. The authorities are also studying whether to build a school in the area.
The first project, Toa Payoh Hillside, goes on sale in the November 2026 Build-To-Order exercise. It will have about 1,600 flats across five blocks of 31 to 43 storeys, next to Caldecott MRT station. The mix is 590 two-room Flexi flats, 580 four-room flats, 260 Community Care Apartments and about 230 public rental flats.
The 260 Community Care Apartments will be the first in Toa Payoh, combining senior-friendly homes with care and social support. From the November exercise, the minimum age to apply falls from 65 to 55. Residents will have a direct link to an Active Ageing Centre and a sheltered walkway to the station. The wider estate will follow a “Hillside Gardens” design, with a Central Green Valley and a 15-metre-wide, tree-lined, car-free corridor linking the station to Lorong 1 Toa Payoh.
Why it matters
The plan adds a large supply of homes in a well-connected estate, and its first project is aimed squarely at older residents, with the lower age limit for Community Care Apartments widening access to supported housing.
What happens next
Toa Payoh Hillside goes on sale in the November 2026 Build-To-Order exercise, and the rest of the plan will be built in stages over the coming decade. The nearby Toa Payoh Integrated Development is due for completion by 2030.
