Somalia opens party registration ahead of planned direct elections in 2027
Somalia’s electoral commission has opened registration for political parties ahead of the country’s planned 2027 elections, the next step in a long-delayed move towards direct voting.
The National Independent Electoral and Boundaries Commission announced on Saturday, 31 October, that registration would run from 1 to 22 November, giving political organisations three weeks to complete the process. The commission said the exercise was part of preparations for elections to both houses of the Federal Parliament, and it urged political groups and other stakeholders to take part.
Under the timetable the commission set out on 15 October, parliamentary elections are scheduled for 15 April 2027, followed by a presidential election on 15 May 2027. The plan is for a one-person, one-vote system, replacing the clan-based arrangement under which seats have largely been shared out through a power-sharing formula known as 4.5, with lawmakers chosen by selected delegates rather than by voters directly.
Somalia has not held nationwide direct parliamentary elections since 1969, before a military takeover ended the country’s multiparty system. Decades of conflict and the continuing threat from the militant group al-Shabab, which controls or contests territory in parts of southern and central Somalia, remain major obstacles to organising a nationwide vote.
Why it matters
Registration is an early test of whether Somalia’s plan for direct elections can win broad support. The government says direct voting would strengthen democratic accountability, but opposition politicians and some federal member states have challenged the constitutional changes and the new electoral system, and have called for a negotiated political settlement before nationwide elections go ahead.
What happens next
Political organisations have until 22 November to register, and parliamentary candidate lists are also due by that date under the timetable. Whether opposition groups and dissenting federal member states take part will be a key sign of whether the planned transition gains wider backing or proceeds amid continued disagreement.
